回归公共服务的价值本源,审思农村体育公共服务供给的价值问题。认为:农村体育公共服务供给存在民需取向与政绩导向、民生取向与行政任务导向之间的博弈;非衡体育观下的农村体育公共服务供给总量不足、价值偏离,政绩取向下的农村体育公共服务供给方式单一、机制不全,行政任务取向下的农村体育公共服务供给保障不力、机构虚设等,构成农村体育公共服务供给的现实困境。提出:推广民生体育观,加大对农村体育公共服务的多元供给;培育公共行政精神,促进农村体育公共服务供给的机制创新;强化民本服务观,加强对农村体育公共服务供给的保障力度等。

It is necessary to go back to the origin of value on public service and examine the sport public service supply in rural areas. The thesis argues that there exist competitions between the different orientations in people 's needs and the achievement records in one's official career as well as in people's livelihood and government's administrative duties. Furthermore,there exist practical problems in the sport public service supply in rural areas,such as the insufficient supply volume and deviated value in the situation of sport inequality,the single supply form and incomplete mechanism when the achievement records in one's official career is taken as the first place,and the bad guarantee as well as dummy organizations in sport public service supply of rural areas in the administrative duty-orientated situation. The study offers some suggestions: to promote the sport conception focusing on people's livelihood; to enhance multi-supply of sport public service supply in rural areas; to cultivate the spirit of public administration and improve the mechanism innovation; and to strengthen the peopleoriented service concept and the guarantee efforts in sport public service supply in rural areas.
