中华人民共和国成立以来体育政策的演变特征与内容分析

摘要(Abstract)：

选取1949-2016年国家层面的97份体育政策文本，运用政策系统理论对政策的基本信息、主题、效力进行定性分析，揭示中华人民共和国成立以来体育政策的演变特征及原因。同时，运用扎根理论和内容分析法，将其中3份代表性政策的106条政策条款作为分析单元，揭示我国体育政策工具选择、实施过程中存在的问题。提出：我国体育政策应适应社会发展的多元化需求，从"供给端"到"需求端"不断改进，完善政策类型。
By selecting 97 texts of national sport policies in the range of 1949-2016, the study utilized the policy system theory to analyze the basic political information, policy theme and policy effectiveness, trying to find out the sport policy evolution features of New China since 1949. At the same time, Grounded Theory and content analysis were used to explore the existing problems in the selection and enforcement of the sport policy tools in China, based on the 3 national representative policies and 106 policy clauses as analysis units. The study holds that the sport policy in China should conform to the multiple social development by means of the transformation from the "supplier" to "provider" as well as the improvement of policy category.
